What is Keyham’s Law?

Keyham’s Law is Luke’s proposal to change our nation’s gun laws for the better, following the tragic events that took place in Keyham on 12 August 2021. 

Officially titled the Firearms and Hate Crime Bill, Luke has been proud to work on the proposal alongside many family members of the victims who were tragically lost in August.

The bill, which has the support of many MPs across the political spectrum, will do three things if it becomes law:

  1. Ban the keeping of pump action firearms in homes (with limited exemptions, for professional pest controllers and farmers) to rid our communities of these dangerous and unnecessary weapons. Pump action weapons would have to be kept in a gun club or gun shop.
  2. Create a legal requirement for concerns about an individual’s mental health to be shared with police if they have a gun, for the safety of themselves and others. If any concerns were flagged about that individual’s mental health, the medical professional would be required to notify the gun licencing authority for a review of their suitability to have a gun.
  3. Make violent misogyny a hate crime, so that motivation by misogyny becomes an aggravating factor in sentencing for violent crimes.

Luke says:

“Biddick Drive, where the shooting began in Keyham, could be any street in any of our communities. That is what makes this so scary, and that is why we need to be sure that it never happens again.

 

“It has been a privilege to work on the proposal with many of the family members of the victims. I pay tribute to them for the steadfast way in which they have conducted themselves. Grief is painful, but, under the glare of international media, it can be even more stark and difficult. I am very proud of them.

 

“The campaign may take some time, but I am so pleased that it is a cross-Plymouth and, importantly, a cross-party campaign backed by so many MPs from across the country who share concerns about our nation’s gun laws.

 

“Big hearts have prevailed in giving Keyham the support that we have needed to date, and I thank everyone for that support. Now, cool heads must prevail as we change our nation’s gun laws for the better so that we can stop a tragedy like this ever taking place again.”

 

2 March 2022: Luke proposes Keyham’s Law in Parliament

On Wednesday 2nd March 2022, Luke formally proposed Keyham’s Law in Parliament – also known as the bill’s First Reading.

The bill successfully passed this first stage. This means it can progress to its Second Reading, where MPs will be able to consider the proposals in more detail. This is due to take place in May of this year.

After presenting the bill, Luke met with Crime and Policing Minister Kit Malthouse to discuss his proposals further. They were joined by several family members of the Keyham victims.

Luke and the families also met with the Shadow Home Secretary, Yvette Cooper.
